A National Dialogue on the Recognition of Deaf-Blindness as a Distinct Disability Category in Rwanda

Since 2011, organizations such as the Rwanda Union of the Blind (RUB), Rwanda National Union of the Deaf (RNUD), and Rwanda National Association of Deaf Women (RNADW) recognized the growing need to support individuals with dual disabilities of deaf-blindness.

On November 28, 2024, ROPDB organized a National Dialogue on the Recognition of Deaf-Blindness as a Distinct Disability Category in Rwanda. The event brought together key stakeholders including policymakers, disability organizations, healthcare providers, and international partners.

The dialogue produced eleven concrete resolutions ranging from a nationwide identification campaign to the formal amendment of the disability law — a multi-sectoral blueprint for inclusion. Crucially, this movement has been co-led by ROPDB, embodying the CRPD's core principle of "Nothing About Us Without Us."
